Obtains update counter value of file

Description

This function obtains the update counter value of the file specified by handle.

The update counter of the file is set to 0 when the file is created and is incremented whenever data is written to the file or the attribute is changed. The maximum value is 255, and the value cannot be incremented above 255. The rewriting of the file by another drive can be detected by checking the update counter.

Since the update counter only exists in the RAM area, the MFS_ERR_REFUSE error will occur if this function is used for a ROM area file.
